The Challenge of Gaining Community Trust

In today’s complex, sometimes violent world, establishing trust between leaders and the communities they serve is challenging. How can leaders gain the trust of those they protect?
Accountability: A crucial first step is creating accountability for leaders' actions and those of their teams. However, implementing accountability is difficult, especially amid constant stressors that leaders face.
Training and Prioritization: Community trust grows when an organization’s training aligns with the community’s top security concerns, such as violent crime, terrorism, and active shooter threats.
The Role of Transparency
Community trust is also built through transparency, including integrating the public into key parts of the training plan. Involving civilians in specific training aspects, especially on issues with long-term community impacts, fosters trust and transparency. This is especially important for emergencies that require volunteer support from the community.
Effective Communication: Leaders should communicate emergency action plans, response duties, risks, and challenges openly. This clarity builds understanding, trust, and support.
Upholding Professional Standards
Open, honest communication with the public about safety concerns is key to transparency. Leaders must uphold professional standards of conduct and ensure accountability beyond just civil rights or Use of Force violations.
Training Standards: Professionalized responder organizations maintain records to ensure compliance with training mandates. How can leaders make these standards visible to the public?
Integrating Community in Training Exercises
One way to balance internal training performance, uphold conduct standards, and build community awareness is through combined training exercises.
Tabletop Exercises: These exercises educate subordinates while engaging the public, encouraging dialogue, identifying gaps, and fostering community trust.
